A New York resident must have a Class M or Class MJ driver license or learner permit to drive a motorcycle. To receive your Class M learner’s permit you will need to pass your written test, fill out form MV-44 for a learner permit, pay the $21 fee at the DMV and pass a motorcycle road test. If you are visiting from another state with a valid motorcycle license, you will not need a NY license. If, however, you move to NY, you must exchange your out-of-state license for a valida NY Class M or MJ motorcycle license.
