Who Needs a License?

Any resident of Arizona must have an Arizona license to operate a motor vehicle. You must be at least 18 years old to apply for an operators license, but may apply for an Arizona learner’s permit at 15 years, 6 months of age.

Any first time driver who is a resident of Arizona must take the written driver’s test, as well as a vision and road skills test. Typically, drivers with a valid out-of-state license are not required to take a written test, but may be asked to do so when applying for their Arizona license.
